Mining, Financial Sectors Excluded From OSS System
Coordinating Minister for Economic Affairs Darmin Nasution has clarified that the mining and financial sectors were not included in the online single submission (OSS) licensing system.
“The two sectors not included are mining, under the authority of the Energy and Mineral Resources Ministry, and financial sector, under the central bank BI and the Financial Services Authority (OJK). Not only the system but the two also follow different logic in terms of the licensing procedures,” Nasution remarked at the launch of the OSS system here on Monday.
He stated that the two sectors were not included in the initial discussion on law on investment in the1966-1967 period, so the process of submitting business licenses in the sectors was not under the Investment Coordinating Board (BKPM).
In addition, the fast development of business model in the mining industry will create another problem in the provision of tax incentive, included in the OSS system.
According to Nasution, a similar policy in the integrated licensing system for the two sectors was also imposed in other countries, such as Australia.
The government has officially launched the OSS system to simplify the process of issuing investment permits in Indonesia.
The OSS system, built since October 2017, is the implementation of Presidential Regulation No. 91 of 2017 on Acceleration of Business Implementation, and it has been tested in three provinces: Purwakarta in West Java, Batam in Riau Islands, and Palu in Central Sulawesi.
The implementation of this integrated service system is regulated under Government Regulation No. 24 of 2018 and in synergy with the task forces at the related ministries and agencies as well as local governments to address various problems.
This Information Technology-based system is an interconnection and integration system of the existing licensing service system provided at the BKPM/the PTSP and the local PTSP.
Center and local PTSP use SiCantik, or Smart Application for Integrated Licensing Services for Public, system that is managed by the Ministry of Communications and Informatics.
The OSS system is also supported by systems from various ministries and agencies that have the authority to issue licenses, including the Indonesia National Single Window (INSW) system, the General Law Administration System at the Ministry of Justice and Human Rights, and the Information System of Population Administration at the Ministry of Home Affairs.
In the meantime, the OSS system is run by the Coordinating Ministry for Economic Affairs supported by INSW and other relevant ministries. If preparations for the implementation are fully completed, the operational process will be submitted to the BKPM.
